The Improvement Action, of course, cannot be performed twice in a turn unless some ability specifically allows it (currently no ability exists). The requirements to gain Eldritch Tokens are still the same, so there will still be some time before Investigators can perform the Improvement action, but the action itself now falls within the normal Action rules. We’ve found that the 2 action cost is a strong disincentive to using the Eldritch tokens, and wanted to provide an option that allows easier (and more fun) spending. V1.0: After many plays of the 2-Action variant, we've decided on an option that requires the Improvement action cost only 1 Action. A single-Action variant called Improvement is added to the Action Phase (v1.0 Feb19).
